Urban Institute, Washington, DC. Consultant on pension policy projects, 1999 - present. Proposed new models for the private pension system, including reforms of ERISA and tax law, and revised fiduciary roles and pension regulatory structures for employers and the financial services industry. Examined the legal issues inhibiting the development of phased retirement programs to encourage longer work in an aging society. Analyzed proposed new retirement savings vehicles and new tax rules to expand savings opportunities within the private pension system. Also evaluated the changing role of stock-based compensation arrangements, including employee stock option plans, and the property rights associated with personal accounts in Social Security.
